Distributive Politics and the Bene...ts of Decentralisation
نویسنده
چکیده
This paper integrates the distributive politics literature with the literature on decentralization by incorporating inter-regional project externalities into a standard model of distributive policy. A key ...nding is that the degree of uniformity (or “universalism”) of the provision of regional projects is endogenous, and depends on the strength of the externality. The welfare bene...ts of decentralization, and the performance of “constitutional rules” (such as majority voting) which may be used to choose between decentralization and centralization, are then discussed in this framework. ¤I would like to thank Tim Besley, Jean Hendricks, and participants at the Public Economics Weekend at the University of Essex for helpful comments. yMailing address: Department of Economics, University of Warwick, Coventry CV4 7AL, England. It is shown that politicians have a strategic incentive to engage in divisive politics(that is, to force some independent voters to take sides) even if the direct electoral bene ts are higher for their opponents than for themselves. By polarizing the electorate, the incumbent politician wea...
متن کاملAndrew Lister Justice as Fairness and Reciprocity ∗
This paper tries to reconcile reciprocity with a fundamentally `subjectcentred' ethic by interpreting the reciprocity condition as a consequence of the fact that justice is in part a relational value. Duties of egalitarian distributive justice are not grounded on the duty to reciprocate bene ts already received, but limited by a reasonable assurance of compliance on the part of those able to re...
متن کاملSocial Security
I frequently nd economists who express a view of the system that is very far from mine. For example, many young economists and economics students say that they expect to get no bene ts at all from Social Security. This expectation does not seem sensible to me. If there is no legislation changing Social Security, trust fund assets and payroll tax revenue (and revenue from the taxation of bene...
